Jeffrey earned his B.A. in Economics in Atlanta, Georgia, but moved to Oregon soon after to pursue his law degree at the Northwestern School of Law of Lewis and Clark College.
He stayed in the Portland area to work as Deputy District Attorney in Multnomah County in 1989, and later as Special Assistant United States Attorney in the District of Oregon. He has been a partner at Ransom, Gilbertson, Martin & Ratliff, LLP since 2004.
